Only time I would drive this route is between November and March.... from a drivers prospective. I have no interest in tourist season.
The problem is that snow can occur at the higher elevations in the area anytime from late Nov-March. Although NCDOT is reasonably competent at snow removal, the road conditions can quickly deteriorate above 1300m.

I have driven 40 years in snow, I don't see that as a problem.
It's also a visibility problem with the snow squalls and strong winds. Don't get me wrong it's a fine drive at any time but just don't think "oh it's North Carolina, it doesn't snow there !". Also summer tires don't grip very well below 7° so generally the fun is limited after November until it warms up again in the spring.

I first did this drive about 30 years ago when I took a year off university to travel around the US and it was incredible.  I went back about 15 years later and it was awful!  Choked with slow moving traffic and lined with cops and I would never go back.  I can only imagine how bad it is now.  In fact I gave up going just about anywhere in the US for pure driving enjoyment for the same reason.  Some drives in the near NE aren't bad and I'm sure there are many others, but with comparatively traffic free excellent driving roads minutes from my house it is basically a waste of time.

Very good article and accurate assessment of the frustration!!
