7zip... put it inside a folder and compress thatOr do the same thing using windows itself.. create a new compressed folder and copy the file into it.

What are you trying to do with the video?Depending on that there are some better suited programs, but it really depends on your use caseSUPER is one way to shrink down videos but you lose quality as you do this
