Perhaps the question should have added street legal? If not, then the answer is easy, a 250 cc Superkart. 0-60 in 3 seconds and over 2 gs cornering.

I assumed street legal was obvious.

Yup C5 Z06, easy cheap reliable power.  Only bad thing is the cavalier interior but you forget when you hit the go pedal.

Hmmm, I actually like the IS above…kind of an understated sleeper. Can it handle?

The C5 is just too ugly.

Can you make a fast WRX for 20k?

Depends if you like replacing trannies made from glass.  Replace with a six speed solves the problem but they are expensive.

Everyone is starting with expensive cars. Why not start with a $5K car and add $15K of engineering?

Just don't shop out here.  The cheapest C5 is over $20K.

As for buying a $5K car, odds are you're buying a near-beater.

Well, you can start with a SN95 Mustang, for example:

http://edmonton.kijiji.ca/c-cars-vehicles-cars-trucks-1997-Mustang-GT-4-6v8-W0QQAdIdZ527866208

Buy a wrecked Terminator Cobra, 2003-2004, anywhere from about $6-10K. Swap drivetrain and independent rear suspension into rolling chassis. You have instant benefit of a supercharged, quad cam V8 putting out about 400+ horses and a much better rear suspension. To get 100+ horses out of that engine, no problem. Handling wise, maximum motorsports has a few options, but Id definitely start with the rear suspension grip box to get rid of all the factory flaws.
Lighten up Francis.....

65+ Chevy Corvair body and put a 5.3L LS4 V8 from the Chevrolet Impala SS (fwd) in the back. With $20k you could bolt on a turbo or two as well.

That's when I thought the Talon would kick butt. You can get a mint one hear for $5k or less. My bro in law eats and sleeps Talons and has had several through the years. His current one he has less than $7000 all in (bought the car for $500 with a blown t-belt) He said $20k would build you a very quick Talon. They are turbo, AWD, and handle half decent right out of the box.

Others I thought of.

- Cobalt SS turbo, I hear they handle well too.
- Merkur XR4Ti- lots of fast ones I've seen, quite a few on the auto-x circut as well.
- Neon SRT4, these cars took Alberta's fastest street compact award for several years
- Turbo'd Miata, a local guy has one that ran mid 11's in the 1/4, he also took quite a few auto-x wins with it. He sold it for $12,500 when he simply got too fat to get into it anymore. He said it cost him about 17,500$ to build and was dead reliable.

Yeah, a nice turbo Miata is a $10-12K car, even in Alberta.  I know a club member that got $13K for his, and it was probably the nicest turbo possible, so that would be the top end in terms of pricing.  His was a sweet 300hp car with the right mods to make it a fantastic car to own and drive.  And 300hp might not be a lot in a bigger car, but in a 2200lb Miata, those cars are FAST.  (okay, not mind blowing like the 540hp eight pot car, but still fast enough to put the hurt on lots of performance cars)

That would be a late 80s-early 90s 5.0 Mustang LX then. Really one of the only choices.  TONS of aftermarket parts.  Even complete chassis/suspension kits.  They were (and still are) raced in SCCA.  And of course drag racing.  Parts are available to do it all.
How fast is my 911?  Supras sh*t on on me all the time...in reverse..with blown turbos  :( ...

I'm far from a mod expert, but I have to believe at a $20k budget the best bang for the buck is the solid foundation of a relatively modern used sports car with some money set aside for turbo, supercharger, etc.  Like the Vettes and Mustangs suggested...

Your money won't go very far with a $5k used car that needs a new transmission to handle the power you want to put down.

Agreed, $15-20k might get a nice car to build on.
