BC can pretty much bill anyone in North America who crosses the new Port Mann Bridge. I believe there is an agency responsible for providing billing information.

Best thing visitors can do is go to the tolling centre just before the bridge and set up an account. Otherwise it's a bit more expensive if they ha e to track you down. Don't know about the 407.

so the gist is to "borrow" a plate from say, your enemy, if and when you drive across 407 or some bridge in BC?  ;D

They (407) can't bill you if they don't know who you are. There is a limited amount of databases that the (407) subscribe to (pay $ for data) for out of town plates. They (407) pay for the following databases in order to collect $ from out of towners:
Quebec, Manitoba, new York, Michigan, Pennslyvania. This data is not current but there's a guy who works with me that use to work for the 407 that told me of this. It is not cost effective for the 407 to pay for all databses.

We used the 407 with NB plates in... 2010 I believe. Still haven't received a bill.

If you have a rental on the 407, you also get billed...I know this for a fact. But it's worth it and pretty convenient, the rental company just adds the cost eventually to my credit card, it's not that expensive...and it's disbursable.
