The strut issues are common in many GM cars of the era. The assembly is of poor quality. The upper bearing goes first. It is not a cheap repair.
The heater blower resistor is also very common in GM cars of the era but is a relatively easy fix.
These cars can be had very cheap and if one were willing to do some repairs they might be a good buy. After the struts are done, most of the problems will be electrical and the interior falling apart. Otherwise, you might look elsewhere because you indeed do get what you pay for.
