Subaru is a little behind with putting the typical new fuel efficiency features into there engines. They only just added valve timing. I'm not sure how sophisticated there design is either but I'm sure with Toyota at the helm there FE numbers will improve. Maybe they will come up with a diesel hybrid?

A love the my Scooby but compared to me civic its a pig, on the some note my WRX seems frugal compared to my friend's 03 Xterra and my boss's truck.

Any news on a 2.0L I4 with ~140HP and better fuel economy for Canada?
Subaru even makes 1.5L I4 boxer engines for the Japanese market.

I consider the WRX pretty good on gas given the performance. My R foot was on the pedal all the time and my 06 WRX still returned better than 10.5L/100km for perrenial autocross-type driving :~)

Driving a 08 WRX now and it's pretty good as well but seems to use more gas when pushed...driving like a granny returns ~10L/100km...maybe a little worse because it is still <3000km.

The non-turbo cars avg about 1L/100km better from my few Subies in the past. The number may not be anything to write home, but they are very attainable (unlike my Toyota's)

WHEN did subaru start applying this $4000 cash incentive?
i bought my car in sept 2007.. and i didn't get any cash incentive (i paid cash).
were they cheating me out of $4000??

They started the $4000 discount on July 2 (and it's more for Legacy and Outback). 
You weren't cheated because that level of discounting applies only to 2008 models which are essentially a year old.  The incentives for 2009's are less generous.

Also, car sales are weak globally now compared to a year ago.  They gotta reduce prices because of low demand and high supply.  Many automanufacturers are discounting.  Toyotas have dropped prices by thousands on many models.  The RAV4 has dropped in price twice this year already.

I think it's thousands across the RAV4 lineup.  I remember the RAV4 V6 Limited cost $40,000 on the road in 2006.  You should be able to do it for several thousand less now, judging by the lower numbers the dealer was throwing at me this wkend as I was leaving.  But these are cash-only incentives.  Cash is king I think on account of the worsening US credit crisis, which I believe will impact here eventually too (looks like it's just beginning as the economic numbers for canada have just started to downturn).
