That's a different way to unload a open hopper car. To get off, he would reverse the steps.

Was that a Hopper car or a Gondola Car? Looks more like a Hopper to me as well but if it dosen't have the drops in the bottom then I wonder just how else you would unload it in a decent time frame. Pretty neat invention I feel with a unusual usage of hydrolics indeed.
