Last I heard :   He didn't like Germany. Wanted to move to France.   His French was good but he was trying to get a residence permit that would allow him to live there... and then there would be the problem of finding a job.   IIRC his family came from one of the East Asian countries maybe 2 generations back

Users with zero posts since joining could be deleted after 2 years.    But users who have plenty of posts should be left on.
