That's the body/pinch seam.

LOL...it most definitely can not be removed.

You can touch it up with some rust paint/undercoat paint if you want I guess.

Could also install skirting if you wanted to hide it.  Basically plastic trim pieces that attach to the underside of the car.  something like this:

Looks like the rocker panel above it has deteriorated as well . Might have been patched at one time. You can hide it with a panel but will probably get worse.
