If you go on Google Street view, it's not surprising for the same reasons mentioned in the article. It's prestine riding/driving territory. Plus, it's not like the Italians are known for following the speed limit anyways. When I rented a motorcycle there last year, 70 meant....90. And the autostrada (maxi 130) moved at 150 except for the speed camera points.
