This would require both, licence and insurance in ON and it only goes 40km or so on a charge, but what a great city runabout this is...
The EMO Monster I have is much better. But still rubbish, you can't go for a blat around. You always have to know how far the journey is.The Monster can also go off road and has more milage. The cold on the battery is really problem 40 clicks, means about 2O clicks in cold weather on the Honda Mind does 3O in winter months, 45 to 55 in the summer.
