So that explains Albertan drivers...

Yup.  There were a lot of driving "schools" were you just went, gave them a bunch of money, and left with your license.  I have to wonder how many drivers out there never took any kind of road test.  But, we must all chant "private good, public bad" over and over again.

Of course, the PCs would never admit crap like that was going on.

Actually most the examiners will be the same people. The biggest problem was repeated failings as the examiner was linked with the registry office issuing the test. Failing meant more revenue as the examiner was paid per test.  Now the trucking industry is another matter. Many getting licences who can barely drive but that is a whole different issue. Unfortunately a bunch of kids had to die before the Government took action on what has been a serious and ridiculous issue for a long time.

Just watch that "Highway through Hell" TV show on Discovery and you can see the issue with the truckers, which ones know what they're doing & which ones were got their license thru some back-door method... it's not pretty!!!

I understand that the examiners are the registry places are doing a decent job - the issue is with driving schools that also administer tests - it seems many of them are simply selling licenses without any training or real driving test.

Except for Ontario, there is no requirement for Class 1 drivers to have ANY training, and the road test is a joke.  Alberta is taking action, but I don't think any other provinces are planning on making changes.  A significant number of fatal crashes involves transport trucks.
