Can't see the video on my iPad but I have seen automatic bollards in Paris to allow only registered delivery vehicles  plus les Sapeurs-pompiers  and the Gendarmes  onto a pedestrian shopping street...no bus service on that street.

Just saw the video.   Exactly like that!
