The article is a little sparse on the details. 

How exactly will they extract the energy from the Thorium?  Miniature reactor?

"The company has been experimenting with small bits of thorium, creating a laser that heats water, produces steam and powers a mini turbine."

The Indians are working hard on using domestic thorium reserves. They have a few experimental units and are working on a 500MW pilot plant IIRC.
